I am in receipt of your letter dated 6th instant, enclosing extract of a despatch from the Postmaster General of Hongkong and H. E. Sir Harry Parkes upon the subject of the British Postal Agency at this port,

and inquiring whether in my opinion the proposed transfer of the Postal service to the Japanese would meet the approval of the Foreign Community.
